European Qualifications Framework for European co-citizenship education. Grid of descriptors suggesting levels in EQF.

Each of the 8 levels is defined by a set of statements (’descriptors’) indicating the learning outcomes relevant to the award of a qualification at that level in any system of qualifications.

Level 1

The learning outcomes relevant to Level 1 are

Basic general knowledge of
· European politics, cultures, states and the role of citizens
· English language
· The art of living together with other Europeans in community colleges


Basic skills required to carry out simple tasks
· Speak, listen and be understood in English
· Interest and open-mindedness to engage with other Europeans
· Respect for others
· Understanding different kinds of feelings, humour and expressions


In a structured context, having the competence to:
· Represent your own culture
· Partake and be interested in discussions under supervision


Level 2

The learning outcomes relevant to Level 2 are

Basic factual knowledge of
· aspects of European politics, cultures, states and the role of citizens
· English language
· Living together with other Europeans in community colleges


The ability to apply basic cognitive and practical skills to use relevant information to carry out tasks and to solve routine problems using simple rules and tools
· Discussion and dialogue debate
· Formulate basic arguments
· Initiate positive intercultural relationships
· Work as part of a team


Under supervision with some autonomy, having the competence to:
· Actively take part in discussions
· Be willing to initiate and engage in positive intercultural relationships


Level 3

The learning outcomes relevant to Level 3 are

Knowledge of facts, principles, processes and general concepts concerning different aspects of European politics, cultures, states and the role of citizens
· English language
· Living together with other Europeans in community colleges

 

The ability to apply a range of cognitive and practical skills in accomplishing tasks and solving problems by selecting and applying basic methods, tools, materials and information
· Ability to take part and carry out non-formal (and informal) learning methods
· Ability to be considerate of others and sensitive of their respective cultures in the pursuit of a common goal
· Ability to present information to an intercultural audience
· Ability to make yourself understandable and express nuances in arguments
· Understand group dynamics when working as a team
· Ability to use appropriate language, terminology and body language for the target audience


The competence to take responsibility for completion of tasks in work or study. The competence to adapt own behaviour to circumstances in solving problems
· Harness one’s interest and explore European cultures independently
· Represent and constructively reflect on one’s own culture
· Work and think independently
· Be aware of group dynamics
· Able to recognise when others need support


Level 4

The learning outcomes relevant to Level 4 are

Factual and theoretical knowledge in broad contexts relevant to different aspects of European politics, cultures, states and the role of citizens
· English language
· Living together with other Europeans in community colleges


The ability to apply a range of cognitive and practical skills in generating solutions to specific problems.
· Value and appreciate diversity
· Understanding the importance of adaptation and flexibility
· Ability to negotiate and compromise
· Ability to inspire others through effective presentations


Exercise self-management within the guidelines of work or study contexts that are usually predictable, but are subject to change.
The competence to supervise the routine work of others, taking some responsibility for the evaluation and improvement of work or study activities
· Able to take responsibility for resolving minor conflicts
· Assert own identity and priorities


Level 5

The learning outcomes relevant to Level 5 are

Comprehensive, specialised, factual and theoretical knowledge of different aspects of European politics, cultures, states and the role of citizens and an awareness of the boundaries of that knowledge
· English language
· Living together with other Europeans in community colleges


The ability to apply a comprehensive range of cognitive and practical skills in developing creative solutions to abstract problems
· Manage and analyse data obtained from non-formal (and informal) learning methods
· Be aware of informal learning
· Mediation techniques and working within divergences of opinion
· Able to network effectively
· Awareness of self-reflection as a means to hone interpersonal skills
· Have a comprehensive understanding of group dynamics and processes involved in team work


Exercise management and supervision in contexts of work or study activities where there is unpredictable change.
The competence to review and develop performance of self and others
· Be able to actively contribute and maintain positive intercultural relationships
· Appreciation and utilisation of personal characteristics for the good of the group
· Be able to facilitate team work in an intercultural context
· Able to recognise and provide the appropriate support to others


Level 6

The learning outcomes relevant to Level 6 are

Advanced factual and theoretical knowledge of different aspects of European politics, cultures, countries and the role of citizens involving a critical understanding of theories and principles
· English language and professional terminology
· Living together with other Europeans in community colleges


The ability to apply advanced skills, demonstrating mastery and innovation, in solving complex and unpredictable problems in a specialised field of work or study
· Ability to plan and carry out non-formal (and informal) learning methods
· Ability to motivate others
· The ability to adopt a critical approach when dealing with cultural issues


Manage complex technical or professional activities or projects, taking responsibility for decision-making in unpredictable work or study contexts.
Ability to analyse political, cultural and historical problems of European relevance
Be familiar with interdisciplinary working methods, team-building and negotiation techniques.
The competence to take responsibility for continuing personal and group professional development in the context of
· understanding European affairs with particular emphasis on cooperation and integration
· participation in an international and transcultural work, study or volunteering environment

Level 7

The learning outcomes relevant to Level 7 are

Highly specialised knowledge, some of which is at the forefront of European politics, cultures, states and the role of citizens, as the basis for original thinking
· critical awareness of knowledge issues of European politics, cultures, states and the role of citizens and the interface between these fields
· English language and professional terminology
· Living together with other Europeans in community colleges


The ability to apply specialised problem-solving skills in research and/or innovation to develop new knowledge and procedures and to integrate knowledge from different fields
· Ability to manage and carry out European Community Colleges
· Have a full and comprehensive understanding of group dynamics and processes involved in team work
· Ability to use a transnational perspective in a constructive manner


Competence in managing and transforming work or study contexts that are complex, unpredictable and require new strategic approaches
· Ability to analyse and identify political, cultural and historical hindrances and potentials of European relevance
· Be familiar with interdisciplinary working methods, team-building and negotiation techniques
· Be familiar with organisational development applied in larger public contexts
The competence to take responsibility for contributing to professional knowledge and practice and/or for reviewing the strategic performance of teams in the context of
· understanding European affairs with particular emphasis on cooperation and integration

Level 8

The ability to apply the most advanced and specialised skills and techniques, including synthesis and evaluation, to solve critical problems in research and/or innovation and to extend and redefine existing knowledge or professional practice

Competence at the forefront in work or study, including research contexts, demonstrating substantial authority, innovation, autonomy, scholarly or professional integrity and sustained commitment to the development of new ideas or processes
